Introduction

The implementation guide for the WHO CHE is the third later of the clinical care in crisis using the SMART (L3) guidelines and can be used to as a source for countries and external partners in their digital health apps.

The CHE guide transforms the L2 Digital Adaptation Kit into a structured, software neutral specification specifications, code, terminology and interoperability standards. This Third layer provides machine-readable code necessary for software developers to incorporate standardized logic from the WHO guidelines in to digital system.
